As-built documentation for a buried composite fuel piping system is the set of drawings and records that describe what was actually installed, not what was originally designed. At close-out it should include the route with dimensions, the location and number of every electrofusion joint, the transition fittings at tanks and dispensers, the sections that were pressure tested, and the take-off points for interstitial monitoring. It is the difference between a future repair being a scheduled job and being an excavation exercise.
Why buried systems need records more than surface ones
Above-ground pipework can be inspected, traced and measured whenever someone wants to. A buried composite system cannot. Once the trench is backfilled and the forecourt is surfaced, the only description of the installation is the paperwork. That makes the handover pack the primary reference for the whole service life of the system.
What to draw
A route drawing should be dimensioned from fixed site references, such as building corners or sump centres, rather than from the pipe itself. It should show depth of cover, the position of each sump and chamber, all changes of direction, and the point where each line leaves the forecourt area. Joint numbers should be marked on the drawing so a joint on site can be matched to the joint log without ambiguity.

The joint log
- Unique number for every joint, marked on the drawing and recorded in the log;
- Which operator made the joint and on what date;
- The fusion parameters used and the machine identification;
- Ambient conditions at the time of jointing, particularly temperature and wind;
- Result of the visual inspection of the joint after cooling;
- Any joint that was cut out and remade, with the reason.

The handover pack
A complete pack normally contains the as-built drawings, the joint log, transition fitting details and supplier documentation, the pressure test records for each section, photographs with an index, and the leak detection layout. Handing this over in a single indexed folder, rather than as loose files, is what makes it usable years later by someone who was not on the project.
Common questions
Does a marked-up design drawing count as an as-built?
Only if it has been corrected to show what was installed and carries dimensioned references. A design drawing with a few handwritten notes is not a substitute for a dimensioned route record, because it does not let anyone locate the pipe from the surface.
When should the records be compiled?
Progressively, as the work proceeds. Reconstructing a joint log at the end of a project from memory and photographs is where most gaps appear, and a gap in the log is exactly what undermines the value of the whole pack.
Who should hold the final copy?
The station owner or operator should hold the master copy, with the contractor keeping their own. When ownership changes or a service company takes over maintenance, the pack is the first document they will ask for.
